BUCHAREST (Dow Jones)--The Romanian general consolidated budget ran a surplus of 0.5% of gross domestic product in the January-July period, against a surplus of 1.69% of GDP in the year-earlier period, news agency Mediafax reported Tuesday, citing finance ministry data.
